Accessibility Statement

This accessibility statement applies to the Public Health Wales website:  https://everychildwales.co.uk

This website is run by Public Health Wales. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • zoom in up to 200% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver).

We have also made the website text as simple as possible to understand.  AbilityNet has advice on making your device easier to use if you have a disability.

Accessibility on this website is guided by government standards and the Web Content Accessibility Guidelines (WCAG). WCAG are widely accepted as the international standard for accessibility on the web.

Whilst we aim to make this website accessible to all users and achieve a WCAG  conformance level ‘AA’; we continually work with stakeholders to ensure that conformance level ‘A’ is adhered to as a minimum.

How accessible this website is

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Whilst we endeavour to meet ‘WCAG 2.1 AA’ we currently have the following non-compliance issues:

  • Some navigation controls do not change appearance when they are selected, this fails WCAG 2.1 2.4.7 success criterion
  • Some links are not distinguishable by more than just colour, this fails WCAG 2.1 1.4.1 success criterion
  • Some forms wrap items with the same name inside a field set and also form controls do not have labels, these fail WCAG 2.1 1.3.1 success criterion
  • Some tables do not have headers, this fails WCAG 2.1 1.3.1 success criterion
  • Some menus, and parts of some pages are marked up in a way that may make them confusing when accessed using Assistive Technologies.  This fails WCAG 2.1 success criterion
  • Some ID attributes on pages are not unique, failing WCAG 2.1 4.1.1 success criterion
  • The button/link used to switch language presents a different, less specific, label to Assistive Technologies than to visual users. This fails WCAG 2.1 success criterion 3.3.2 Labels or Instructions Level A
  • Some text does not have enough contrast with its background. This fails WCAG 2.1 success criterion 1.4.3 Contrast (Minimum) Level AA.
  • Headings on some pages are not in a logical nested order. This fails WCAG 2.1 success criterion 1.3.1 Info and Relationships Level A
  • Some parts of some pages are not fully usable with the keyboard. This fails WCAG 2.1 success criterion 2.1.1 Keyboard Level A
  • Some elements have an illogical focus order.  This fails WCAG 2.1 success criterion 2.4.3 Focus Order Level A

Disproportionate burden

There are some sections of our website of a design nature, which are not currently as accessible as they could be

For these aspects, we will identify the non-compliances and as the website is updated or renewed in the future, we will ensure digital accessibility is considered.

  • Brand identity
  • Illustrations / artwork which contain text within the image
  • Dual navigation within mobile resolution view

Navigation and accessing information

  • There’s no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).
  • It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.
  • It’s not possible for users to consistently change text size of all content proportionately and in different views

Content that is not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services or sharing information. By enter month and year, we plan to either fix these or replace them with accessible HTML pages or online forms.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services. We do not plan to fix any PDFs or other documents published before 23 September 2018.

Video content

We do not currently have captions to accompany audio or video content, However, we aim to provide updated versions of this content with captions and/or subtitles as soon as possible and with all new content produced going forwards.
